[ASTERIXDB-2387][MTD] Prevent Dataset Primary Index Drop
- user model changes: no
- storage format changes: no
- interface changes: no
Details:
- Ensure a dataset primary index cannot be dropped
without dropping the dataset.
- Add test case.
