To enable a mixed cluster upgrade (i.e., rolling reboot upgrade) we need to do
some preparatory work NOT to break internal replication between nodes.
For clustered purge during internal replication, another step was added to
synchronize purges. This work involves creating some stub function for
synchronizing purges that returns an empty list of purges. This works comes
before: COUCHDB-3326
