janl commented on issue #1221: `_changes` filtered on `_doc_ids` returns
unexpected `last_seq`

This test suggests that CouchDB is doing the right thing:
https://github.com/apache/couchdb/blob/d36149ec3a0d071d067589c8f3fe7d263626948d/src/couch/test/couch_changes_tests.erl#L178-L195

That means we need more information about the specific CouchDB database and
server/cluster configuration before we can fix this and amend the test
accordingly.

Can somebody here provide us with:
   1. a database that exhibits this behaviour, any of these forms are
acceptable: .couch file, live read-only(!) database, script in a. common
programming language or curl statements that create the database.
   2. the exact query that shows the behaviour
   3. the server/cluster configuration where that happens. Specifically
important are q&n values, number of nodes in the cluster, etc. but anything
really you can think of.

Closing this until the above is provided
