I have this implemented locally, but I'm not sure if there's a good way to
share this -- it requires use of the rule-based (and quite brittle)
SectionSegmenter, so it may have limited utility. And that makes it difficult
because different machine learning models would have to be checked in that used
or didn't use the section feature.
