## What Add a root-level `AGENTS.md` with repo-level guidance for AI coding agents. It covers project scope, Go style, testing expectations, common sensitive areas, and PR notes. ## Why This gives AI coding tools a standard entry point for repository-specific instructions and leaves room for narrower subdirectory guidance later.
