   **What this PR does**:
   
   Transient Go module proxy errors can fail CI and Docker builds until someone 
reruns them. Add a shared download script that makes at most three attempts, 
waits 10 and 20 seconds between attempts, reuses the module cache, and 
preserves the final failure exit code. Use it in the main CI jobs, RISC-V 
build, and Dockerfile; tests and compilation still run once.
   
   Remove the obsolete fork-to-upstream synchronization workflow and its 
contribution instructions from both READMEs.
   
   **Which issue(s) this PR fixes**:
   
   No linked issue. Related failure: [Docker Build run 
34845824188](https://github.com/apache/dubbo-go-pixiu/actions/runs/34845824188/attempts/1),
 where module downloads failed with an HTTP/2 `INTERNAL_ERROR`; a second 
attempt succeeded for the same commit.
   
   **Special notes for your reviewer**:
   
   The retry scope is root-module downloads. Samples-only dependencies and 
Action-internal network requests retain their current behavior.
   
   Validation:
   - Real Go downloads against a local module proxy: immediate success, 
recovery on the second and third attempts, and a persistent failure that 
remains nonzero after three attempts; verified the 10/20-second delay arguments.
   - Workflow YAML parsing, `actionlint`, shell syntax, and `git diff --check` 
passed.
   - Full Docker image build passed using a clean source context containing 
these changes.
