Instance YAML 的格式需要明确一下
当前实现的规则是：
```yaml
dubbo:
extensions:
hystrix:
enabled: true
```
会作为 Instance 配置。
而：
```yaml
dubbo:
extensions:
hystrix:
consumer:
...
provider:
...
```
会根据 client/server 分别选择对应分支。
改成这种是不是好一些：
```yaml
hystrix:
instance:
enabled: true
```
