### Description Fixes #3756 `ReferenceOptions.refer()` overwrote the reference-level request timeout with the consumer-level one. The consumer value is now used only as a fallback when the reference timeout is empty. Added `TestReferenceTimeoutPrecedence`, which fails before the change (3s instead of 500ms) and passes after.
