最新版的maven 3.6.3 可以复现这个问题。
我知道你提议删除，但是删除 dubbo-dependencies-bom/pom.xml里面的revision没用。
PR将version中的变量替换了，但是仓库里面的version本来就没有用revision。

问题应该是在
https://repo1.maven.org/maven2/org/apache/dubbo/dubbo-spring-boot-parent/2.7.4.1/dubbo-spring-boot-parent-2.7.4.1.pom
