## What is the purpose of the change
Fixes #10823
## Brief changelog
When there is no specific protocol for metadata service, get available
protocol from environment before using default.
## Verifying this change
Configure a dubbo application like:
```
dubbo:
application:
name: dubbo-springboot-demo-provider
protocol:
name: tri
registry:
id: zk-registry
address: zookeeper://127.0.0.1:2181
config-center:
address: zookeeper://127.0.0.1:2181
metadata-report:
address: zookeeper://127.0.0.1:2181
```
There will be no `java.util.NoSuchElementException` thrown in
`ConfigurableMetadataServiceExporter.getProtocolConfig(String)`.
