<!-- If you need to report a security issue please visit https://github.com/apache/dubbo/security/policy --> - [ ] I have searched the [issues](https://github.com/apache/dubbo/issues) of this repository and believe that this is not a duplicate. ### Environment * Dubbo version: 3.1.1 * Operating System version: linux * Java version:1.8 ### Steps to reproduce this issue 1. we use "offline" to shutdown dubbo app gracefully. when we offline more than two instances, it is possible for consumers to get the phenomenon. reviewing the dubbo source code, we find that when offlining a instance it will remove services in "MetadataInfo" but the field "revision of MetadataInfo" won't change in time. if a consumer requests metadatainfo from the offlining instance, it will response the metadatainfo without services.
