I believe the Maven modules shouldn't have their own LICENSE and NOTICE files,
as the released product is the top level project. Although, most entries will
apply to the binary CLI release only. So actually we can also have simpler
files on the top level, as that only applies to the source code, and separate
LICENSE for the binary CLI release. But probably we don't want to complicate
matters with that separation.
