This last commit for LocalizedMessageTest might conflict with Bruce's PR https://github.com/apache/geode/pull/2562 but the end result would just be to delete LocalizedMessageTest. After this cleanup, the remaining commits for GEODE-2644 that haven't yet been committed are the new Appenders, wiring them in and deleting the old Appenders.
