@PurelyApplied I have walked through the expected-pom.xml changes and looked at what all has moved from `compile` to `runtime` and nothing jumped out as a "But Robert, we use that symbol in a public API" kind of problem. The JIRA does call this out as a potential problem for downstream customers.
