There's no CI for this repo, so hard to know what is/is not working. This adds GitHub Actions for running `mvn -B package --file pom.xml` for Ubuntu (16.04, 18.04, 20.04), MacOs (10.15 and 11.0), and Windows (Server 2016 and Server 2019). Doesn't seem to work on Windows but don't know if that is intentional.
