It is now the first thing the submitted task logs. start() logs, on its own thread, when it resumes a build that was pending while the datastore was stopped. The guide now explains the "applied without a listing" count, and says that the "index declaration(s) applied" form appears whenever nothing could be classified, not only for a build with failures.
