Move both the init and analyze steps to the same v4.38.2 commit. CodeQL requires the two steps to run the same version; Dependabot treats them as separate dependencies and bumped only init in #16173, which failed with "Loaded a configuration file for version '4.37.6', but running version '4.37.3'".
