   `securityConfigType = "InterceptUrlMap"` reads 
`grails.plugin.springsecurity.interceptUrlMap`. 
`controllerAnnotations.staticRules` is applied when the type is `Annotation`, 
which is the default. Setting `InterceptUrlMap` and leaving `interceptUrlMap` 
empty makes `rejectIfNoRule` deny `/`. A `filterChain.chainMap` entry of 
`filters: 'none'` can still serve `/assets/**`.
   
   Put the permitAll rules in `interceptUrlMap`. That is the same section in 
7.0.17, 7.1.7, 7.2.4, and 8.0.0-RC2:
