Stamp property files with a fixed date when SOURCE_DATE_EPOCH is not set

Without SOURCE_DATE_EPOCH, the property files Grails writes -- a plugin's
precompiled gsp/views.properties, META-INF/grails.build.info -- were stamped 
with
the start of the current day. Their jars changed once a day although nothing in
them had, and every project with one on its classpath missed the build cache: in
an application built from GSP plugins, the first build of each day compiled the
application and its assets again, plugins whose sources had not changed or not.

Fall back to the epoch, as the SBOMs already do for the same reason. A set
SOURCE_DATE_EPOCH is still used as given.
