@jdaugherty +1 to the three-mode option you suggested on #16583 (wildcard /
skip / value). It covers both
issues we have: a translation-style key where a null group should only
match other nulls (value), and a tree
where every root has a null parent and roots must not clash across owners
(skip).
For the default we would still prefer skip, since it matches SQL
unique-index semantics, so the constraint and
a database unique key give the same answer. If the option lands, could it
target 8.0.x as well? We carry a
custom-validator workaround on 8.0.0 until then.
