After config.merge([app: [url: 'http://${host}']]), config['app.url'] and the flat key that toProperties() and the environment read held 'http://${host}' while navigate('app', 'url') held the resolved URL. The flat key now holds the value the nested entry holds, as the hook stored it, so a placeholder is resolved once for both and nothing is written into the merged map.
