Merging a pull request leaves its queued and in-progress runs consuming shared runner time, although their result can no longer change anything. On every push to a release branch, cancel the pull_request runs created before the merge of each pull request the pushed commit merged, unless another open pull request has the same head commit. The workflow reacts to the push because a pull_request run from a fork gets a read-only token.
