A similar issue exists for a while() statement.
However, it doesn't seem as dependent on the while condition code. Just the
fact that the for loops are wrapped in a while() statement adversely affects
the performance of the for loops.
A brief look at the code changed for 8019 (not that I fully understand it)
makes me think there may be other cases that should be reviewed for a similar
issue.
