Tools such as the `maven-plugin-plugin` rely on Javadoc to generate additional
resources. Writing a Maven plugin with Groovy means the generated documentation
will miss content specified with Javadoc tags.
Ideally this feature could be controlled with a flag if it's not turned on by
default.
