[fix] make CI runnable again (#24)
The ASF org actions policy refuses azure/setup-helm and
helm/chart-testing-action, so every run since late 2025 dies with
startup_failure before any job starts. Use the preinstalled helm and
install chart-testing from its release tarball; also move off the
retired ubuntu-22.04 runner, bump checkout/setup-python, replace the
removed ::set-output command, and disable ct maintainer validation
(the "hertzbeat" maintainer entry is not a GitHub user).
