Part of apache/hertzbeat#3849 The startup-probe fix merged in #23 can't reach users: the published index at charts.hertzbeat.apache.org still stops at 1.7.3 — chart 1.8.0/1.8.1 were never packaged. This packages chart 1.8.1 (appVersion 1.8.0) into `docs/` and adds its index entry. The entry is inserted manually rather than via `helm repo index --merge`, which would rewrite the `created`/`urls` fields of existing entries. Verified: tgz sha256 matches the index digest; unpacked chart diffs clean against `charts/hertzbeat/`; `helm lint` passes; `helm template` renders `apache/hertzbeat:1.8.0` with the startup probes in place.
