   ## What's changed?
   
   Keep the monitor list toolbar visible while scrolling, so users can access 
actions without returning to the top.
   
   - Make only the monitor toolbar sticky, with a theme-aware background and 
wrapping controls.
   - Allow page scrolling only for content that contains the monitor list. The 
layout's existing overflow container otherwise prevents the toolbar from 
sticking.
   - Keep other pages and the shared toolbar component unchanged. No 
dependencies or JavaScript scroll listeners are added.
   
   Fixes #4431.
   
   This is independent of #4429's selection-control improvements; Git's 
merge-tree check reports no conflict with its current branch.
   
   ## Validation
   
   - Five focused ChromeHeadless tests pass, including actual scrolling with 
the production layout styles, preserved list positioning, refresh and dropdown 
bulk actions, a 320px container, theme background inheritance, and restoration 
of other-page scrolling.
   - Both new regression checks fail against the original implementation. 
Adding sticky styling alone still fails the scrolling check; the scoped 
overflow fix makes it pass.
   - Production build passes, with the existing bundle-budget and LESS-loader 
dependency warnings.
   - Scoped TypeScript/HTML ESLint and git diff whitespace checks pass.
   - The changed LESS files have 228 existing stylelint reports; comparison 
with the upstream baseline shows no new rule reports. Full stylelint is not 
clean.
   - A manual logged-in UI walkthrough was not performed; local UI automation 
was unavailable. Layout and interaction validation ran in ChromeHeadless.
