Review comment:
       The flag `BinaryMetadataFileStore#isPersistenceEnabled` used to decide - 
Do we have to store binary metadata on the disk or not?
   
   Before this patch flag always equal to `CU.isPersistenceEnabled` value.
   But, now, it a little different so I rename flag to 
`isPersistenceMetadataEnabled` to make purpose of the flag more clear.
