Review Comment:
   Really? Seems that originally there was 
notificationFuture(notifyCurrentConfigurationListeners, 
notifyCurrentConfigurationListeners).thenCompose(deployWatches) and now it's 
startFuture(notifyCurrentConfigurationListeners, 
notifyCurrentConfigurationListeners, deployWatches) in other words originally 
deployWatches was called after notificationFutures and now it's called 
concurrently. Am I mistaken?
