Hello, community. why the [code](https://github.com/apache/ignite/blob/8a1f0731532802cdc8ee681d28dc324c76c7ba80/modules/core/src/main/java/org/apache/ignite/internal/managers/discovery/GridDiscoveryManager.java#L2200) here, needs to get **<topVer, 0>**'s cluster nodes.
