Review Comment:
   "since {@link CdcManagerRecord#state} of last consumed {@link 
CdcManagerRecord}"?
   
   My point is - `state` points to the earlier offset where last committed 
`DataRecord` stored.
   So we must use `state` pointer not offset of `CdcManagerRecord` itself.
   
   Am I understand correctly?
