Removed modifications of raft-code in favour of
`MinimumRequiredTimeCollectorService `. that stores `TablePartitionId` ->
`timestamp`
- When a partition is added it adds an entry to that map.
- its updates these entries when needed.
- When a partition is destroyed it removes its entry from the map.
