Describe when an RFC is needed, how three Ignite committers approve it, and how it is merged with the implementation. Use Jira ticket numbers for RFC filenames and linked tickets to track work. Second part of the split from #13740. Public API and compatibility definitions are discussed first in #13759; this PR depends on that document being merged before it.
