Each partition has its own version number so that in the distributed version,
files of the same partition in different IoTDB instances can be compared in a
unified fashion.
However, when performing a deletion, the version number of the deletion is
mistakenly set to that of the partition of the deletion's endpoint, so other
partitions will receive a deletion with wrong version number.
The solution is when a deletion is written to a certain file, its version
number should be set to the next version of the partition where the file is in.
