The users may have various demands on monitoring their clusters, so here we
list the functionalities to be supported by the NodeTool.
This is a long-term issue and we will update it accordingly.
To support:
1. Show the raft character (leader, follower, elector) of each node.
2. Real-time monitoring like `nmon` and `top` in Linux.
3. Report when over half of the cluster fails and needs manual interference.
