Now when do take snapshot operation, we should block the apply operation to 
make the snapshot consistent with the logmanager's commitIndex and term, which 
may takes long time, it will block the heartbeat thread(because it use the 
synchronized(logmananger)).

A non-blocking snapshot should be brought up.

Any ideas are welcomed.
