Now, when starting a cluster, you need to check whether the nodes can connect.
At present, all nodes must be started before they can join the cluster. Only in
this way can the cluster be started successfully.
I think as long as the cluster in the node can meet the requirement of the
number of replicas, the cluster can be started. So I suggest that this
restriction be relaxed.
