Fix For: 0.12.2
the master branch has supported device template, which we can refer to
[jira1200|https://issues.apache.org/jira/browse/IOTDB-1200?jql=project%20%3D%20IOTDB%20AND%20text%20~%20template].
Since the rel/0.12 branch does not yet support device template, but there is a
need to use device template on version 0.12, so we need to migrate the template
functionality to rel/0.12
