Summary: IoTDB set NO_COMPACTION，after importing the same CSV file
twice, which generated sequence and unsequence , but merge does not take effect

Operation as follow:
step1: set compaction_strategy=NO_COMPACTION,then start server
step2: import csv files twice
step3: go to the data folder to see that there is unsequence
step4: enter cli ,merge
step5: check log and go to the data folder to confirm if unsequence exist
