Based on our previous
[discussion|https://github.com/apache/iotdb/pull/3939#issuecomment-917955815],
raftLogManager requires a refactoring to improve safety after a restart, as
described in this comment. We also need to evaluate the possibility of merging
with WAL. Therefore this issue will be used to track the design work of the
refactoring.
