Summary: use DataMigrationExample to split a large tsfile，but
after merge,i get some large tsfile

i use iotdb/example/session/src/main/java/org/apache/iotdb/DataMigrationExample
to query iotdb-a and write iotdb-b
i want split some large tsfile to some small tsfile

I get 6.54G seq-data, 13.6G unseq-data

then i open compaction_strategy=LEVEL_COMPACTION and
enable_unseq_compaction=true

then，I get three tsfile in sequence folder, one 13G,one 6G,one 1G
I hope get some small tsfile，i‘m failure
