Not sure this one is same as [IOTDB-2317] Deadlock between set ttl and create
new TsFileProcessor - ASF JIRA (apache.org) But I can still have the issue in
rel/0.13 with commit 5c2aa6b6df12ccffd1ec61648e6396919ed35eb3
