* Fixed multiple configNode write failures caused by duplicate flip()
* Fix configNode addConsensusGroup failure caused by server and Ratis relying
on different versions of DropWizard, see

* Improve the waiting mechanism for Datanode to join ConfigNode
* The relationship between consensus layer ports and communication ports of
Datanodes is hardcoded so that regions can be created normally, and TODO is
added for the reconstruction of extending more ports of the consensus layer
