The CopySetRegionAllocator performs dissatisfied when the number of DataNodes
in cluster is insufficient. Obviously, the best Region allocation algorithm is
greedy. Therefore, we need a GreedyRegionAllocator to help us resolve the
demand of small cluster. By the way, we also require a configurable parameter
in order to make these algorithms selectable.
