Fix For: 0.14.0
Currently, the changeLeader interface of ratis consensus doesn't work in most
cases. Because the ConfigNode-leader will change the leader of
SchemaRegionGroup or DataRegionGroup, the changeLeader interface should try its
best to accommodate ConfigNode-leader's schedule.
