[confignode]The confignode process still exists when 11720 has been taken by

reproduction:
1. 11720 has been taken by other service
2. start confignode with default configuration
actual result:
start confignode failed, but the process still exists and could not be stopped
with stop-datanode.sh.
expect result:
the confignode process ended when start confignode failed.
