Alter the procedure timeout to
`min(2*max(SchemaRegionRatisRpcLeaderElectionTimeoutMaxMs,
DataRegionRatisRpcLeaderElectionTimeoutMaxMs), ConnectionTimeoutInMS)`.
Therefore the new timeout will automatically adjusted according to the timeout
of other time-consuming modules.
