Summary: Parallel compaction recovery in DataRegion

The compaction recovery within a DataRegion is serialized.
To achieve a shorter recovery time, it is possible to perform the recovery in
parallel in different time partitions and/or data folders.
This is preferable if the number of DataRegions is not large enough to utilize
the parallelism during recovery fully.
