Cloudstack API has a ProjectID parameter that was added to various Cloudstack
specific bits in JCLOUDS-220. However, it is not available through the
TemplateBuilder. This seems similar to the NetworkID parameter that was added
to TemplateBuilder in JCLOUDS-416.
