This is/isn't a jclouds issue.
With Rackspace Cloud Images, an image can be made public so that you can build
servers from it with the image ID without that ID being advertised in the
image-list. image-list will only show the standard images, your custom images,
and images that have been explicitly shared with you via the API.
So I too can boot the CoreOS image like so (you don't need supernova):

$ nova boot --image 70210a69-081e-4a5e-b402-3cdbabfdcddd --flavor
performance1-2 --key-name rackspace --config-drive true My_CoreOS_Server

But I don't see that image ID when I list images.

As [~nacx] explained, jclouds currently validates the image ID against a list
which will never have that ID. :(
Another workaround would be to drop down to the NovaApi and then use the
ServerApi.create() method which will take the image ID without validating it.
I'm not sure if that's a viable workaround in your case though.
